Curacao Licence

A Curaçao licence is an authorization to offer online gambling issued under Curaçao's gambling framework, historically the most accessible international licence and now operating under a reformed regime, the LOK (Landsverordening op de kansspelen), administered by the Curaçao Gaming Authority.

The reform is the essential context. For decades, Curaçao ran a master-licence system: four master licensees issued sub-licences with minimal oversight, making "Curaçao licensed" a low bar. Legislation adopted in the 2020s (in force as of the mid-2020s) replaced this with direct licensing:

• B2C and B2B licences issued directly by the Curaçao Gaming Authority, with all former sub-licensees required to reapply;
• Substance and accountability requirements — local presence elements, fit-and-proper checks on beneficial owners, and player-protection and AML obligations that did not meaningfully exist before;
• Ongoing reporting to the regulator rather than to a private master licensee.

A Curaçao licence remains a .com credential for markets without local regulation — it grants no access to nationally regulated markets, and banks and Tier-1 PSPs still treat it as entry-level.
